The French Department of Puy-de-Dôme, in co-operation with the local energy & climate agency (Aduhme) launched an innovative collective operation aimed at massively isolating attic space in public buildings: the COCON (“cocoon”) 63 operation.
The Puy-de-Dôme local authority has used an innovative territorial engineering approach to the service of public local bodies in order to support them in reducing their energy use and expenses.
End of 2013, the operation was presented to all local authorities in the Department, and met a great success. Local authorities quickly got the point in getting together to reduce the costs of works.
Objectives of the operation:
Getting isolation works started massively in the attic space of public buildings
Contributing to reducing energy expenses, which are constantly increasing and burden local authorities’ budgets
Making the best of the financial support from an energy provider thanks to Energy Saving Certificates (Certificats d’économies d’énergie in French)
Easing the involvement of local authorities in the operation by using technical, administrative and financial engineering including project management
Contributing to strengthening local economy and creating jobs that cannot be relocated
Encouraging local authorities to be exemplary as regards energy savings and GHG reduction
First results :
80,000 m² of attic space isolated in about 330 buildings
80 public local authorities engaged in an ambitious collective action coordinated by the Department
Circa 150 GWh of energy saved – under France’s CUMAC scheme for calculating energy savings achieved through investment
Over 3 million euros invested in the local economy with a new local economic dynamic created through professional federations.
These first positive results have led the Puy-de-Dôme Department and the energy agency to organise a training day aiming at replicating the operation in other areas. It was an opportunity for interested people to learn more on the approach, motivation and involvement of the stakeholders in the operation.
