{"id":16775,"date":"2019-06-06T13:11:54","date_gmt":"2019-06-06T11:11:54","guid":{"rendered":"http:\/\/ec.kuusi.ovh\/?post_type=best_practices&#038;p=16775"},"modified":"2022-12-22T12:02:05","modified_gmt":"2022-12-22T11:02:05","slug":"plan-de-lutte-contre-la-pollution-liee-au-trafic-routier","status":"publish","type":"best_practices","link":"https:\/\/energy-cities.eu\/fr\/bonne-pratique\/plan-de-lutte-contre-la-pollution-liee-au-trafic-routier\/","title":{"rendered":"Plan de lutte contre la pollution li\u00e9e au trafic routier"},"content":{"rendered":"\n<h3>Objectifs sp\u00e9cifiques : <\/h3>\n\n\n\n<ul><li><strong>60% de r\u00e9duction des \u00e9missions de gaz \u00e0 effet de serre li\u00e9es \u00e0 la circulation intra-muros (p\u00e9riode 2001-2020<\/strong><\/li><li><strong>Atteindre un niveau maximal d\u2019\u00e9missions de 500 000 teqCO2 en 2020 pour l\u2019ensemble des transports \u00e0 Paris intra-muros<\/strong><\/li><li><strong>Contribuer au respect des valeurs limites r\u00e9glementaires pour la qualit\u00e9 de l\u2019air, en particulier \u00e0 proximit\u00e9 du trafic autoroutier<\/strong><\/li><li><strong>Inscrire les programmes d\u2019am\u00e9nagements de l\u2019espace public dans une dynamique centr\u00e9e autour de la marche et du v\u00e9lo<\/strong><\/li><li><strong>D\u00e9velopper les zones de rencontres et les zones 30<\/strong><\/li><li><strong>\u00c9laboration d\u2019un Plan en faveur des pi\u00e9tons et d\u2019un Plan v\u00e9lo 2015-2020<\/strong><\/li><\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td>&#8211; 28 millions de d\u00e9placements\/jour<br>&#8211; 200 000 particules inspir\u00e9es par litre d\u2019air lors d\u2019une journ\u00e9e normale<br>&#8211; 66% des \u00e9missions d\u2019oxyde d\u2019azote li\u00e9es au trafic routier<br>&#8211; 55 % des \u00e9missions de particules li\u00e9es au trafic routier<br>&#8211; 9 Parisiens sur 10 expos\u00e9s \u00e0 des niveaux de NO2 au-dessus de la r\u00e9glementation<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>La lutte contre la pollution atmosph\u00e9rique est un enjeu prioritaire de sant\u00e9 publique et un axe fort de la mandature. Les premiers objectifs du Plan Climat Energie de Paris, en accord avec le Plan de d\u00e9placements urbains d\u2019\u00cele-de-France, vont \u00eatre renforc\u00e9s par le nouveau Plan de lutte contre la pollution li\u00e9e au trafic routier. Ce plan sans pr\u00e9c\u00e9dent, approuv\u00e9 par le Conseil de Paris en f\u00e9vrier 2015, allie des <strong>mesures imm\u00e9diates d\u2019incitation \u00e0 l\u2019\u00e9volution des usages et des mesures progressives de restriction de la circulation des v\u00e9hicules polluants, afin de faire de Paris une \u00ab zone \u00e0 basses \u00e9missions \u00bb. <\/strong><\/p>\n\n\n\n<p><strong>Le transport routier est la premi\u00e8re source de pollution et d\u2019\u00e9mission de gaz \u00e0 effet de serre \u00e0 Paris<\/strong> et malgr\u00e9 les rappels \u00e0 l\u2019ordre de l\u2019Union Europ\u00e9enne sur la qualit\u00e9 de l\u2019air en France, une \u00e9tude d\u2019Airparif r\u00e9alis\u00e9e entre 2002 et 2012 d\u00e9montre que les efforts r\u00e9alis\u00e9s \u00e0 Paris depuis plus de 10 ans pour r\u00e9duire le trafic routier et favoriser les modes de transports en commun (extension des lignes de m\u00e9tro et de tramway) et de circulation propres (V\u00e9lib\u2019, Auto- et Utilib\u2019) ont permis une baisse de la pollution sans pr\u00e9c\u00e9dent. Cependant, aujourd\u2019hui encore, plusieurs millions de Franciliens et de Parisiens sont expos\u00e9s chaque jour \u00e0 la pollution aux particules, r\u00e9guli\u00e8rement au dessus des seuils r\u00e9glementaires, d\u00e9clar\u00e9es \u00ab canc\u00e9rog\u00e8nes certains \u00bb en juin 2012 par l\u2019Organisation Mondiale de la Sant\u00e9. <\/p>\n\n\n\n<p>La future M\u00e9tropole du Grand Paris aura la comp\u00e9tence sur la qualit\u00e9 de l\u2019air. Dans cette perspective et parce que ce n\u2019est qu\u2019\u00e0 cette \u00e9chelle qu\u2019il sera possible d\u2019am\u00e9liorer durablement l\u2019air que respirent les Franciliens ; l\u2019ensemble des \u00e9lus de la M\u00e9tropole sont associ\u00e9s \u00e0 l\u2019\u00e9laboration de ce nouveau Plan. En novembre 2014, un panel de franciliens se r\u00e9unissait dans le cadre d\u2019une<strong> concertation citoyenne<\/strong> tandis que les jeunes parisiens \u00e9taient associ\u00e9s \u00e0 la r\u00e9flexion lors d\u2019une s\u00e9ance au Conseil parisien de la jeunesse. A partir des pr\u00e9conisations des uns et des autres le Plan de lutte contre la pollution li\u00e9e au trafic routier r\u00e9pond \u00e0 un grand nombre des propositions citoyennes, notamment par : <\/p>\n\n\n\n<ul><li> La g\u00e9n\u00e9ralisation du 30 km\/h, hors grands axes circul\u00e9s ; <\/li><li>La cr\u00e9ation d\u2019emplacements s\u00e9curis\u00e9s pour garer les v\u00e9los dans le cadre du plan v\u00e9lo 2015-2020 ; <\/li><li>Le d\u00e9veloppement de v\u00e9los \u00e0 assistance \u00e9lectrique dans le parc V\u00e9lib\u2019 ; <\/li><li>La cr\u00e9ation d\u2019une journ\u00e9e sans voiture d\u00e8s le 20 septembre 2015. <\/li><\/ul>\n\n\n\n<p>Les autres grands axes d\u2019actions concernent : <\/p>\n\n\n\n<ul><li>La limitation de la circulation des v\u00e9hicules les plus polluants (poids lourds, autocars, autobus) en interdisant progressivement leur circulation pour favoriser celle des v\u00e9hicules les plus propres ; <\/li><li>L\u2019incitation au renoncement \u00e0 la voiture individuelle gr\u00e2ce \u00e0 un grand nombre d\u2019aides financi\u00e8res pour les particuliers, les professionnels et les jeunes conducteurs ; <\/li><li>L\u2019amplification des mobilit\u00e9s alternatives via notamment le d\u00e9veloppement des transports publics ou en libre-partage, le r\u00e9\u00e9quilibrage de l\u2019espace public en faveur des mobilit\u00e9s douces en \u00e9tendant les zones de rencontres et les zones 30, le d\u00e9veloppement d\u2019un r\u00e9seau de bornes de recharges \u00e9lectriques, etc.<\/li><\/ul>\n\n\n\n<h3>Focus<\/h3>\n\n\n\n<h5>Le plan de protection de l\u2019atmosph\u00e8re d\u2019\u00cele-de-France (PPA)<\/h5>\n\n\n\n<p>Les Plans de Protections de l\u2019Atmosph\u00e8re s&rsquo;appliquent aux agglom\u00e9rations de plus de 250 000 habitants et aux zones dans lesquelles les valeurs r\u00e9glementaires de qualit\u00e9 de l&rsquo;air ne sont pas respect\u00e9es. Ils d\u00e9finissent les prescriptions locales applicables aux diff\u00e9rentes sources d&rsquo;\u00e9mission polluantes visant \u00e0 ramener les concentrations en polluants \u00e0 un niveau inf\u00e9rieur aux valeurs r\u00e9glementaires. <strong>Le premier PPA de l&rsquo;agglom\u00e9ration parisienne a \u00e9t\u00e9 vot\u00e9 en 2006. Un second Plan a \u00e9t\u00e9 approuv\u00e9 en mars 2013<\/strong> et fixe les mesures pour am\u00e9liorer la qualit\u00e9 de l\u2019air en agissant sur tous les secteurs responsables des \u00e9missions polluantes.
