The EU is currently shaping its 2028\u20112034 budget \u2013 a decisive moment for the EU\u2019s climate objectives, competitiveness agenda, and its democratic future. Energy Cities is campaigning to ensure the next EU Budget works for its cities and regions, and essentially for all of Europe\u2019s people and places.<\/p>\n\n\n\n

Why this budget matters<\/h2>\n\n\n\n

The Multiannual Financial Framework (MFF) is the EU\u2019s seven\u2011year plan that guarantees financial stability and directs funding towards key priorities such as cohesion, innovation and sustainability.<\/strong> The 2028\u20112034 Budget will be crucial for meeting the EU\u2019s 2030 climate targets, staying on track for climate neutrality by 2050, and unlocking the massive local investments required to get there.<\/p>\n\n\n\n

Yet, despite implementing over 70% of EU legislation<\/strong>, cities and regions are largely sidelined<\/strong> in the current proposal.<\/p>\n\n\n\n

Energy Cities has joined forces with seven other networks of local and regional authorities through the Local Alliance to advocate for a stronger territorial dimension to the next EU Budget.<\/strong><\/p>\n\n\n\n

What\u2019s at stake<\/h2>\n\n\n\n

The current MFF proposal, by sidelining cities and regions, risks undermining Europe\u2019s ambitions, by:<\/p>\n\n\n\n

Cutting cities off mid-stride towards climate neutrality<\/strong><\/h3><\/div>
\n

After years of encouraging cities to plan and invest in the climate transition, the proposal risks keeping funds at national level and depriving local authorities of the resources needed to deliver EU climate goals. Regions, cities and towns are co-pilots of Europe\u2019s transformation \u2013 driving the clean energy transition, providing affordable housing, promoting sustainable mobility and building resilience to climate change.\u202f<\/p>\n<\/div><\/div>\n\n\n\n

Cities and regions shape the infrastructure, services, and skills that enable businesses and industries to thrive. Recognising local governments as investors and innovators strengthens Europe\u2019s competitive advantage and evens out economic development across territories.<\/p>\n<\/div><\/div>\n\n\n\n

Undermining European democracy<\/strong><\/h3><\/div>

By centralising decision-making at EU and national levels, the proposal is cutting off Europe\u2019s direct link to its citizens via its local governments. For Europe to safeguard democracy, it needs to equip its cities and regions to deliver democracy daily with a budget of the people, for the people.<\/p>\n<\/div><\/div>\n<\/div>\n\n\n\n

Our main demands<\/h2>\n\n\n\n
  1. Reinforce the territorial approach across the MFF<\/strong>, with: 
    1. A mandatory Regional, Territorial or Urban Chapter<\/li>
    2. A territorial approach to the clean transition and decarbonisiation window of the European Competitiveness Fund<\/li>
    3. A target in the budget for territorial tools, such as Integrated Territorial Investments<\/li><\/ol><\/li><\/ol>\n\n\n\n
      1. Ensure smart conditionalities for municipalities<\/strong><\/li><\/ol>\n\n\n\n
        1. Create a programme for cities in the EU Facility<\/strong><\/li><\/ol>\n\n\n\n
          1. Maintain just transition support<\/strong><\/li><\/ol>\n\n\n\n
            1. Maintain solid partnerships and multilevel governance mechanisms<\/strong><\/li><\/ol>\n\n\n\n

              Make a difference… <\/h2>\n\n\n\n

              The negotiations will run until the end of 2026, with finalisation expected by March 2027 at the latest. Member States are moving very quickly to define their positions in the Council.<\/p>\n\n\n\n

              To influence the negotiations, it\u2019s crucial for local authorities to advocate at national level. <\/strong>Energy Cities has put together a toolkit to help local actors with their national advocacy efforts.<\/p>\n\n\n\n

              We have started producing national factsheets providing a preliminary overview of the proposed allocations <\/strong>under the National and Regional Partnership Plans for ‘cohesion,’ the Common Agricultural Policy (CAP), and Home Affairs. These documents outline potential budget lines for various interventions; however, please note that these figures are provisional. As the total Multiannual Financial Framework (MFF) amount is currently under discussion in the Council, all budget lines remain subject to significant variation<\/strong>.<\/p>\n\n\n\n

              Additionally, please be aware that these projected budgets do not represent the entirety of funds available for local transition. Not all allocated funds will reach the local level, while other budget sources may become available. Therefore, continued advocacy remains essential <\/strong>to secure necessary funding for local transition. <\/p>\n\n\n\n

              15 April 2026 <\/strong> – The Budgetary Committee of the European Parliament approved the Interim Report on the MFF<\/a>. As decided by the Parliament’s political leaders, the Interim Report will shape the Parliament position in the negotiations with the Council. <\/p>\n\n<\/div>
