Les personnes ont \u00e9t\u00e9 s\u00e9lectionn\u00e9es gr\u00e2ce \u00e0 la m\u00e9thodologie d&rsquo;\u00e9valuation qualitative mise au point par <a href=\"http:\/\/www.planup.eu\">LIFE PlanUp<\/a>. Des entretiens ont \u00e9t\u00e9 men\u00e9s avec les principales parties prenantes comme les d\u00e9cideurs politiques nationaux, les organisations de la soci\u00e9t\u00e9 civile, les autorit\u00e9s locales et r\u00e9gionales. Ils ont ensuite \u00e9t\u00e9 compl\u00e9t\u00e9s par une recherche documentaire. <\/p>\n\n\n\n<p>Par cette initiative, le projet vise \u00e9galement \u00e0 informer ces d\u00e9cideurs politiques nationaux sur les processus efficaces de participation citoyenne. Elle doit aussi fournir des moyens pour assurer la participation des autorit\u00e9s locales et r\u00e9gionales et de la soci\u00e9t\u00e9 civile, augmentant ainsi le soutien et l&rsquo;appropriation de toutes les parties prenantes dans le processus du PNCEP et comblant ainsi le foss\u00e9 entre les niveaux local et national. Les auteurs ont tenu compte des sp\u00e9cificit\u00e9s nationales, des diff\u00e9rences dans les syst\u00e8mes politiques et juridiques des \u00c9tats membres de l&rsquo;UE et du fait que certaines des bonnes pratiques s\u00e9lectionn\u00e9es soient encore en cours d&rsquo;\u00e9laboration. <\/p>\n\n\n\n<ol><li>Engagement politique<\/li><li>Coop\u00e9ration institutionnelle<\/li><li>Mise en place d&rsquo;une structure d\u00e9di\u00e9e, permanente et l\u00e9galement inscrite<\/li><li> R\u00e9appropriation et soutien public   <\/li><li>Fixer les bons objectifs pour la mise en pratique<\/li><li>Veiller \u00e0 la transparence<\/li><li>Maintenir un haut niveau d&rsquo;adaptabilit\u00e9<\/li><li>Assurer l&rsquo;efficacit\u00e9 dans la mise en oeuvre<\/li><\/ol>\n\n\n\n<p>Les principales conclusions pr\u00e9sent\u00e9es ici sont d\u00e9velopp\u00e9es plus en d\u00e9tail dans le document t\u00e9l\u00e9chargeable.
