En effet, le port du masque et les mesures de distanciation sociale ont malheureusement d\u00e9courag\u00e9 de nombreuses personnes d\u2019utiliser les transports en commun. Et pour limiter le recours \u00e0 la voiture personnelle, les responsables de nombreuses villes europ\u00e9ennes ont pris dans l\u2019urgence la d\u00e9cision d\u2019\u00e9largir, d\u2019\u00e9tendre ou de cr\u00e9er des pistes cyclables. Ces <em>pistes cyclables provisoires, ou coronapistes, <\/em>ont montr\u00e9 que des am\u00e9nagements qui, habituellement, prennent des ann\u00e9es avant d\u2019\u00eatre adopt\u00e9s pouvaient \u00eatre mis en place en quelques jours seulement. <\/strong><\/p>\n\n\n\n<p>De Berlin \u00e0 <a href=\"https:\/\/handshakecycling.eu\/news\/bordeaux-unveils-emergency-cycling-plan-combat-covid-19\">Bordeaux<\/a> et de Bruxelles \u00e0 <a href=\"https:\/\/koronavirus.budapest.hu\/en\/2020\/04\/06\/temporary-bike-lanes-will-help-traffic-during-the-pandemic\/\">Budapest<\/a>, le premier semestre 2020 a vu fleurir des pistes cyclables, permanentes ou temporaires, dans de nombreuses villes <a>d\u2019Europe<\/a> et de par le monde, afin d\u2019encourager les modes de transports durables en temps de COVID. Selon <a href=\"https:\/\/arxiv.org\/pdf\/2008.05883.pdf\">une \u00e9tude allemande<\/a> <a>sur 106 villes europ\u00e9ennes<\/a>&nbsp;, 11,5 kilom\u00e8tres de pistes cyclables provisoires en moyenne par ville avaient \u00e9t\u00e9 cr\u00e9\u00e9s en ao\u00fbt 2020. Certaines villes ont saisi cette opportunit\u00e9 pour mettre en place des mesures qui avaient \u00e9t\u00e9 d\u00e9cid\u00e9es depuis longtemps, tandis que d\u2019autres en ont profit\u00e9 pour tester de nouvelles strat\u00e9gies. Ces am\u00e9nagements provisoires sont particuli\u00e8rement visibles dans le paysage urbain&nbsp;: les coronapistes sont en effet habituellement d\u00e9limit\u00e9es par de grandes lignes jaunes et des plots de circulation et occupent la voie de droite de la chauss\u00e9e, ou un ancien couloir de stationnement. Huit autres villes allemandes l\u2019ont ensuite adopt\u00e9 et construit en tout 25,5 km de pistes provisoires entre mars et ao\u00fbt 2020 (situation en septembre 2020, selon le magazine allemand Die ZEIT). <a href=\"https:\/\/www.themayor.eu\/en\/stuttgarts-pop-up-bike-lanes-receive-state-recognition\">La Ville de Stuttgart a m\u00eame \u00e9t\u00e9 distingu\u00e9e par l\u2019Etat f\u00e9d\u00e9ral<\/a> et r\u00e9compens\u00e9e pour la rapidit\u00e9 de sa r\u00e9action et la valeur de d\u00e9monstration de ses mesures en faveur des deux-roues.&nbsp;D\u00e8s le d\u00e9but de la crise du coronavirus, les responsables de la ville ont en effet \u00e9largi l\u2019offre en cr\u00e9ant de nouvelles pistes cyclables dans des rues par ailleurs tr\u00e8s fr\u00e9quent\u00e9es. Et bien avant la pand\u00e9mie, Stuttgart, qui abrite le si\u00e8ge du constructeur automobile Porsche, avait d\u00e9cid\u00e9 de devenir une ville propice \u00e0 la fois \u00e0 la voiture et \u00e0 la petite reine, les d\u00e9placements \u00e0 v\u00e9lo devant repr\u00e9senter, \u00e0 terme, <a href=\"https:\/\/www.stuttgart.de\/leben\/mobilitaet\/fahrrad\/fahrradstadt-stuttgart.php\">25 % des d\u00e9placements dans la ville<\/a>. Pour atteindre cet objectif, Stuttgart entend investir 40\u20ac par habitant et par an dans la construction d\u2019infrastructures cyclables.&nbsp; <\/p>\n\n\n\n<h3><strong>Des budgets plus audacieux pour le v\u00e9lo<\/strong><\/h3>\n\n\n\n<p>En mai dernier, le gouvernement britannique a d\u00e9bloqu\u00e9 250 millions de livres pour permettre aux collectivit\u00e9s locales d\u2019investir dans des pistes cyclables et chemins pi\u00e9tonniers provisoires. En France, 1 million de bicyclettes ont pu \u00eatre r\u00e9par\u00e9es et 50 emplois ont \u00e9t\u00e9 cr\u00e9\u00e9s l\u2019an pass\u00e9 gr\u00e2ce \u00e0 une prime de 50 \u20ac par personne octroy\u00e9e par le gouvernement dans le cadre de la lutte contre le COVID-19. Et selon l\u2019<a href=\"https:\/\/www.velo-territoires.org\/actualite\/2020\/09\/26\/frequentation-cyclable-2019-perspectives\/\">association \u00ab&nbsp;V\u00e9lo &amp; territoires&nbsp;\u00bb, <\/a>&nbsp;les d\u00e9placements \u00e0 v\u00e9lo dans la premi\u00e8re moiti\u00e9 de l\u2019ann\u00e9e 2020 ont augment\u00e9 de 13 % dans les zones urbaines par rapport \u00e0 la m\u00eame p\u00e9riode en 2019. Le succ\u00e8s est encore plus retentissant en Belgique&nbsp;: l\u2019initiative publique <a href=\"https:\/\/bike.brussels\/en\/\">Bike for Brussels a ainsi enregistr\u00e9 un bon spectaculaire de 84 % du nombre de cyclistes<\/a> en un an, pendant septembre 2019 et septembre 2020. L\u2019une des explications se cache peut-\u00eatre derri\u00e8re <a href=\"https:\/\/www.rtbf.be\/info\/regions\/detail_la-carte-interactive-des-nouvelles-pistes-cyclables-creees-a-bruxelles?id=10543681\">la cr\u00e9ation de 40 km de nouvelles pistes cyclables<\/a> par la r\u00e9gion de Bruxelles-Capitale entre mars et juillet 2020. Quant \u00e0 l\u2019<a href=\"https:\/\/www.gov.ie\/en\/press-release\/748e9-budget-2021-funding-for-the-departments-of-the-environment-climate-and-communications-and-transport-reflects-government-ambition-for-a-green-jobs-led-recovery\/\">Irlande, elle vise une reprise verte et a d\u00e9j\u00e0 allou\u00e9 360 million<\/a>s d\u2019euros \u00e0 la promotion de la pratique cyclable en 2021.<\/p>\n\n\n\n<p>Aux Pays-Bas, pays r\u00e9put\u00e9 pour \u00eatre le paradis des v\u00e9los, la Ville de <a href=\"https:\/\/www.denhaag.nl\/nl\/in-de-stad\/nieuws\/den-haag-investeert-in-de-fiets-.htm\">La Haye<\/a> pr\u00e9voit d\u2019investir 65 millions d\u2019euros (soit 126 \u20ac par habitant) dans son r\u00e9seau cyclable. Ce budget a \u00e9t\u00e9 int\u00e9gr\u00e9 au programme \u00ab&nbsp;Place aux v\u00e9los pour 2020-2025&nbsp;\u00bb publi\u00e9 en d\u00e9cembre dernier. Ce programme devrait permettre \u00e0 La Haye de se rapprocher de son objectif de faire de la petite reine son principal mode de d\u00e9placement d\u2019ici 2040. Autant que faire se peut, les travaux sur les pistes cyclables sont men\u00e9s conjointement \u00e0 d\u2019autres travaux pr\u00e9vus dans la ville, comme la r\u00e9fection des voiries, des \u00e9gouts ou encore les travaux d\u2019am\u00e9nagement pour am\u00e9liorer la s\u00e9curit\u00e9 routi\u00e8re. Et d\u00e8s que cela est possible, la Ville collabore avec des partenaires r\u00e9gionaux et nationaux. &nbsp;Apr\u00e8s avoir test\u00e9 des pistes plus larges et un plus grand sas v\u00e9lo au pied des feux tricolores, la ville voisine de <a href=\"https:\/\/mayorsofeurope.eu\/infrastructure\/rotterdam-more-space-for-cyclists\/\">Rotterdam<\/a> a d\u00e9cid\u00e9 de donner, de mani\u00e8re permanente, plus de place au v\u00e9lo dans les ann\u00e9es \u00e0 venir (Fietskoers 2025).&nbsp; <\/p>\n\n\n\n<h3><strong>La bataille des coronapistes<\/strong><\/h3>\n\n\n\n<p>Ces am\u00e9nagements provisoires sont cependant loin de faire l\u2019unanimit\u00e9. La\nmesure temporaire prise \u00e0 <a href=\"https:\/\/www.midilibre.fr\/2020\/05\/26\/tolle-a-marseille-la-piste-cyclable-provisoire-disparait-dans-la-nuit,8903736.php\">Marseille\na ainsi \u00e9t\u00e9 de tr\u00e8s courte dur\u00e9e, la coranapiste ayant \u00e9t\u00e9 enlev\u00e9e au bout de\nseulement une semaine<\/a>, la municipalit\u00e9 arguant que cette piste de 9 km (qui\navait co\u00fbt\u00e9 pr\u00e8s de 600 000 euros en tout) n\u2019\u00e9tait pas assez fr\u00e9quent\u00e9e.\nQuelques mois et de nombreuses critiques plus tard, les discussions sur la\ncr\u00e9ation de 23 axes pour de nouvelles coronapistes ont pu <a href=\"https:\/\/gomet.net\/velo-23-axes-coronapistes\/\">reprendre lors du Conseil\nMunicipal de Marseille en novembre dernier<\/a>. Pour certains conseillers, il y\na urgence \u00e0 d\u00e9velopper l\u2019actuel r\u00e9seau de pistes cyclables, qui ne compte que\n100 km, alors que d\u2019autres villes&nbsp; plus\npetites comme Strasbourg ont un r\u00e9seau de 600 km et que la capitale, Paris,\ncompte 800 km de pistes cyclables.<\/p>\n\n\n\n<p>A Berlin \u00e9galement, les coronapistes ont re\u00e7u un accueil mitig\u00e9 de la part de certains. Ces nouvelles pistes se sont attir\u00e9 les foudres du club automobile allemand ADAC et des partis politiques comme la CDU, le FDP et l\u2019AFD ont accus\u00e9 des \u00e9lus d\u2019arrondissement d\u2019encourager la pratique du v\u00e9lo au d\u00e9triment de la voiture. En un sens, le Covid a \u00e9t\u00e9 une grande le\u00e7on et a montr\u00e9 que l\u2019urbanisme tactique pouvait devenir un urbanisme strat\u00e9gique lorsque la volont\u00e9 politique \u00e9tait l\u00e0. Une <a href=\"https:\/\/www.banquedesterritoires.fr\/politiques-cyclables-les-coronapistes-massivement-perennisees-selon-une-nouvelle-enquete\">enqu\u00eate aupr\u00e8s de 105 collectivit\u00e9s locales<\/a> en France publi\u00e9e en octobre 2020 le confirme&nbsp;: la majorit\u00e9 des r\u00e9pondants pr\u00e9voient de p\u00e9renniser ces pistes provisoires et d\u2019en faire des infrastructures cyclables permanentes. Les quelques 8 % de r\u00e9pondants qui d\u00e9clarent abandonner les coronapistes expliquent que cela est d\u00fb soit \u00e0 un manque d\u2019acceptabilit\u00e9 soit \u00e0 un \u00ab&nbsp;choix qui a \u00e9t\u00e9 fait de privil\u00e9gier un am\u00e9nagement plus classique, en prenant le temps de la concertation&nbsp;\u00bb. Une <a href=\"https:\/\/arxiv.org\/pdf\/2008.05883.pdf\">\u00e9tude allemande publi\u00e9e en septembre 2020<\/a> a montr\u00e9 que la p\u00e9rennisation des pistes provisoires cr\u00e9\u00e9es par les villes europ\u00e9ennes permettrait d\u2019\u00e9conomiser 2,3 milliards d\u2019euros par an en frais de sant\u00e9. <\/p>\n\n\n\n<p>Port\u00e9e par la crise du coronavirus dans les centres urbains, la pratique cyclable ne pourra continuer \u00e0 se d\u00e9velopper que si des d\u00e9cisions audacieuses sont prises au niveau europ\u00e9en. Or la <a href=\"https:\/\/www.euractiv.com\/section\/health-consumers\/opinion\/without-prioritising-walking-and-cycling-eu-mobility-strategy-is-a-lost-opportunity\/\">strat\u00e9gie europ\u00e9enne sur la mobilit\u00e9<\/a> fait totalement l\u2019impasse sur la mobilit\u00e9 dite active, \u00e0 savoir la marche et le v\u00e9lo. Comme <a href=\"https:\/\/www.euractiv.com\/section\/health-consumers\/opinion\/without-prioritising-walking-and-cycling-eu-mobility-strategy-is-a-lost-opportunity\/\">le relevait Euractiv en<\/a> d\u00e9cembre dernier, la pratique cyclable n\u2019est m\u00eame pas mentionn\u00e9e dans le plan d\u2019action en 10 \u00e9tapes de la Commission pour atteindre une mobilit\u00e9 durable.<\/p>\n\n\n\n<p>La <a href=\"https:\/\/ecf.com\/news-and-events\/news\/cycling-underrepresented-eu-member-states%E2%80%99-final-national-energy-and-climate\">F\u00e9d\u00e9ration\neurop\u00e9enne des cyclistes (FEC) bas\u00e9e \u00e0 Bruxelles a \u00e9valu\u00e9 27 projets de PNEC et\nPNEC finaux <\/a>&nbsp;pour 2021-2030 par\nrapport \u00e0 13 indicateurs li\u00e9s au cyclisme ou \u00e0 la mobilit\u00e9 durable. Les Etats\nmembres ont commenc\u00e9 \u00e0 prendre plus au s\u00e9rieux&nbsp;\nle potentiel de d\u00e9carbonisation du v\u00e9lo, mais il reste encore un long\nchemin \u00e0 parcourir, comme le souligne le rapport de la FEC \u00ab&nbsp;Le cyclisme\nsous-repr\u00e9sent\u00e9 dans les plans nationaux d\u00e9finitifs en mati\u00e8re d\u2019\u00e9nergie et de\nclimat des Etats membres de l\u2019UE&nbsp;\u00bb publi\u00e9 le 8 octobre dernier. Seuls la &nbsp;France et l\u2019Autrice ont re\u00e7u la mention\n\u00ab&nbsp;excellent&nbsp;\u00bb<strong>.<\/strong><\/p>\n\n\n\n<p><strong>Des infrastructures adapt\u00e9es,\nqui s\u00e9curisent et rendent accessible la pratique du v\u00e9lo, doivent devenir une\npriorit\u00e9 des plans d&rsquo;action nationaux et locaux en mati\u00e8re d&rsquo;\u00e9nergie et de\nclimat. Mais s\u2019il y a bien une le\u00e7on \u00e0 retenir des coronapistes, c\u2019est qu\u2019il\nest possible (et parfois n\u00e9cessaire) de prendre des mesures rapidement et de\nmani\u00e8re pragmatique.
