L\u2019acc\u00e8s au logement est donc tr\u00e8s difficile pour les m\u00e9nages aux revenus interm\u00e9diaires et modestes qui sont particuli\u00e8rement nombreux sur la M\u00e9tropole de Lille. Il est donc essentiel de trouver des solutions pour des logements tr\u00e8s abordables.\u00a0\u00a0<\/strong><\/p>\n\n\n\n<p><strong>Nous avons \u00e9chang\u00e9 avec Anne Voituriez, la Vice-pr\u00e9sidente au logement et \u00e0 l\u2019habitat de la M\u00e9tropole Europ\u00e9enne de Lille, pour comprendre comment ce membre d\u2019Energy Cities fait face et quelles sont ses attentes au niveau europ\u00e9en.&nbsp;<\/strong><\/p>\n\n\n\n<h3><strong>Quels sont les besoins en logement actuels sur la M\u00e9tropole Europ\u00e9enne de Lille? Quels facteurs accentuent cette crise du logement ?<\/strong>&nbsp;<\/h3>\n\n\n\n<p>Les besoins en logements sur la m\u00e9tropole europ\u00e9enne de Lille ont \u00e9t\u00e9 estim\u00e9s \u00e0 <strong>6200 logements par an<\/strong> pour la dur\u00e9e du nouveau Programme Local de l\u2019habitat 2022-2028. Aujourd\u2019hui la crise de l\u2019immobilier implique une <strong>baisse importante des autorisations<\/strong> de construire qui ont baiss\u00e9 de 30% en 2024 par rapport \u00e0 2023. Cette baisse drastique de la production globale de logement a de forts impacts sur la production de logement social dont les autorisations se situent \u00e0 la moiti\u00e9 des objectifs (2300 par an) depuis 2 ans. En 2024 c\u2019est<strong> plus de 9 millions d\u2019euros qui ont \u00e9t\u00e9 distribu\u00e9s pour soutenir la construction neuve et 5 millions d\u2019euros pour la r\u00e9habilitation des logements sociaux<\/strong>.&nbsp;<\/p>\n\n\n\n<p>L\u2019aide au logement des plus d\u00e9favoris\u00e9s est bien entendu un axe politique fort mobilisant plus de la moiti\u00e9 du budget total mais le logement social en <em>Pr\u00eat Locatif \u00e0 Usage Social<\/em> (PLUS) est aussi aid\u00e9 \u00e0 hauteur de 2 millions d\u2019euros avec le d\u00e9veloppement de primes exceptionnelles permettant d\u2019\u00e9quilibrer les op\u00e9rations les plus complexes et pr\u00e9sentant des couts particuli\u00e8rement importants.&nbsp;<\/p>\n\n\n\n<p>L\u2019accession sociale n\u2019est pas non plus oubli\u00e9e puisque pr\u00e8s de 2 millions d\u2019euros notre budget lui ont \u00e9t\u00e9 consacr\u00e9s pour financer les op\u00e9rations en <em>Pr\u00eat Social Location Accession<\/em> (PSLA) et en <em>Bail R\u00e9el Solidaire<\/em> (BRS) et permettre l\u2019<strong>accession \u00e0 la propri\u00e9t\u00e9 des classes moyennes \u00e0 des prix inf\u00e9rieurs <\/strong>maximums de 2900\u20ac le m\u00b2 \u00e0 comparer au niveau moyen de prix du logement neuf qui dans notre m\u00e9tropole s\u2019\u00e9tablit autour de 4 500 \u20ac.&nbsp;<\/p>\n\n\n\n<h3><strong>En plus, de l\u2019imp\u00e9ratif de r\u00e9pondre \u00e0 ce besoin urgent de logement, il y a aujourd\u2019hui un imp\u00e9ratif \u00e9cologique. La France est l\u2019un des seuls pays \u00e0 avoir mis en place un r\u00e8glement contraignant pour lutter contre l\u2019artificialisation des sols et \u00e0 avoir un objectif de <a href=\"https:\/\/energy-cities.eu\/fr\/pourquoi-la-sobriete-devrait-etre-au-coeur-du-prochain-agenda-strategique-europeenne\/\" target=\"_blank\" rel=\"noreferrer noopener\">sobri\u00e9t\u00e9<\/a> dans sa strat\u00e9gie \u00e9nerg\u00e9tique nationale. Comment est-ce que vous int\u00e9grez la question de la sobri\u00e9t\u00e9 fonci\u00e8re et \u00e9nerg\u00e9tique \u00e0 la politique de logement sur la M\u00e9tropole de Lille ?&nbsp;<\/strong>&nbsp;<\/h3>\n\n\n\n<p><strong>La sobri\u00e9t\u00e9 fonci\u00e8re et le renouvellement urbain font partie de l\u2019ADN de la politique d\u2019am\u00e9nagement de la MEL<\/strong>. Cela est d\u00fb \u00e0 la configuration particuli\u00e8re de notre territoire compos\u00e9 de tr\u00e8s nombreuses friches industrielles qui ont \u00e9t\u00e9 peu \u00e0 peu reconquises depuis la fin des ann\u00e9es 90. Aujourd\u2019hui ces prescriptions sont inscrites dans la loi et font partie de notre cadre r\u00e9glementaire repris dans le <em>Plan Local d\u2019Urbanisme<\/em> (PLU) : nous disposons de 400 hectares de nouveau fonciers pour d\u00e9velopper de l\u2019habitat sur les 10 prochaines ann\u00e9es.&nbsp;<\/p>\n\n\n\n<p>C\u2019est un d\u00e9fi d\u2019autant plus important pour notre territoire marqu\u00e9 aussi par la pr\u00e9sence de 29 <strong>communes gardiennes de l\u2019eau<\/strong> sur lesquelles on doit pr\u00e9server nos nappes phr\u00e9atiques ce qui implique d\u2019ores et d\u00e9j\u00e0 l\u2019interdiction de toute extension urbaine. Les op\u00e9rations de renouvellement urbain sont donc n\u00e9cessaires mais aussi plus couteuses et plus longues \u00e0 d\u00e9velopper. C\u2019est pourquoi nous d\u00e9veloppons une s\u00e9rie de mesures pour accompagner les op\u00e9rateurs allant du soutien aux op\u00e9rations complexes jusqu\u2019\u00e0 une action fonci\u00e8re permettant \u00e0 la MEL de porter le foncier par un bail\u202fet permettre \u00e0 l\u2019op\u00e9rateur immobilier de concentrer ses fonds au d\u00e9veloppement de son op\u00e9ration.&nbsp;<\/p>\n\n\n\n<h3><strong>Nous avons un Commissaire europ\u00e9en, Dan J<strong>\u2300<\/strong>rgensen \u00e0 l\u2019\u00e9nergie, qui pourra la premi\u00e8re sera aussi en charge du logement. Il sera en charge de r\u00e9diger un plan pour logement abordable et durable. Quels messages souhaiteriez-vous lui faire passer ?&nbsp;<\/strong>&nbsp;<\/h3>\n\n\n\n<p>Dans la MEL, nous constatons aujourd&rsquo;hui que de plus en plus de m\u00e9nages sont en attente de logements sociaux. Nous constatons une v\u00e9ritable d\u00e9corr\u00e9lation du revenu des m\u00e9nages et du co\u00fbt du logement depuis le d\u00e9but des ann\u00e9es 2000. Notre m\u00e9tropole pr\u00e9sentant un profil de m\u00e9nages particuli\u00e8rement modestes ce d\u00e9crochage nous para\u00eet encore plus important \u00e0 traiter.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Alors que pour la premi\u00e8re fois un Commissaire Europ\u00e9en est en charge de la question du logement et que tous, Collectivit\u00e9s et Entreprises, faisons face \u00e0 la difficult\u00e9 de plus en plus grande de nos concitoyens \u00e0 se loger, nous avons besoin d&rsquo;actes forts pour<strong> r\u00e9nover le parc existant et d\u00e9velopper le logement abordable. <\/strong>En effet, ces actions indispensables co\u00fbtent cher et deviennent difficiles \u00e0 d\u00e9velopper dans un contexte inflationniste d&rsquo;augmentation des taux d&rsquo;int\u00e9r\u00eat et de rar\u00e9faction de l&rsquo;argent public.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Je demanderai donc au Commissaire comment on pourrait <strong>construire ensemble des dispositifs simples pouvant permettre de r\u00e9duire les couts de construction et le cout final pour le m\u00e9nage<\/strong> par exemple en permettant l\u2019acc\u00e8s \u00e0 un cr\u00e9dit bonifi\u00e9.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Toutes les actions sont bienvenues dans l\u2019objectif de <strong>permettre \u00e0 nos concitoyens de se loger dignement dans le respect de nos engagements environnementaux.&nbsp;<\/strong>&nbsp;<\/p>\n\n\n\n<p>Nous avons des leviers d\u2019action sur les b\u00e2timents vacants, sur la r\u00e9novation des logements existants et sur les aides permettant le d\u00e9veloppement des logements \u00e0 destination des classes moyennes.&nbsp;&nbsp;<\/p>\n\n\n\n<p>J&rsquo;esp\u00e8re de tout c\u0153ur que l&rsquo;Union Europ\u00e9enne adoptera des mesures nous aidant \u00e0 mettre en \u0153uvre une <strong>politique du logement efficace et durable<\/strong> !&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator has-text-color has-background has-vivid-purple-background-color has-vivid-purple-color\"\/>\n\n\n\n<p>Vous souhaitez en savoir plus sur la crise du logement en Europe ?
