{"id":91478,"date":"2025-11-03T12:46:52","date_gmt":"2025-11-03T11:46:52","guid":{"rendered":"https:\/\/energy-cities.eu\/?p=91478"},"modified":"2025-11-13T14:30:49","modified_gmt":"2025-11-13T13:30:49","slug":"garantir-le-droit-au-logement-dans-la-ville-en-pleine-croissance-dutrecht","status":"publish","type":"post","link":"https:\/\/energy-cities.eu\/fr\/garantir-le-droit-au-logement-dans-la-ville-en-pleine-croissance-dutrecht\/","title":{"rendered":"Garantir le droit au logement dans la ville en pleine croissance d&rsquo;Utrecht"},"content":{"rendered":"\n<p>L\u2019engagement d\u2019Energy Cities \u00e0 soutenir les municipalit\u00e9s dans leur transition \u00e9cologique, tout en renfor\u00e7ant nos d\u00e9mocraties, s\u2019est enrichi d\u2019un nouveau volet au cours de l\u2019ann\u00e9e \u00e9coul\u00e9e : <strong>comment mettre en \u0153uvre des mesures de sobri\u00e9t\u00e9 afin de garantir le droit au logement ?<\/strong><\/p>\n\n\n\n<p>L\u2019un des meilleurs exemples vient de la ville d\u2019<a href=\"https:\/\/energy-cities.eu\/fr\/droits-au-logement-defis-et-solutions-a-utrecht\/\"><strong>Utrecht<\/strong><\/a>, o\u00f9 d\u2019importantes mesures ont \u00e9t\u00e9 adopt\u00e9es ces derni\u00e8res ann\u00e9es pour<strong> offrir un logement \u00e0 une population en forte croissance sur un territoire restreint<\/strong>. Nous avons eu le plaisir d\u2019accueillir <strong>Dennis de Vries<\/strong>, adjoint au maire d\u2019Utrecht, afin d\u2019en apprendre davantage sur l\u2019exp\u00e9rience de la ville et d\u2019explorer les solutions fond\u00e9es sur la sobri\u00e9t\u00e9.<\/p>\n\n\n\n<p><strong>Regardez la vid\u00e9o compl\u00e8te de 30 minutes sur <a href=\"https:\/\/www.youtube.com\/watch?v=UjuHW8XD64k&amp;t=878s\">YouTube ici<\/a> (<em>en anglais<\/em>)<\/strong>. \u00c9coutez le podcast <a href=\"https:\/\/soundcloud.com\/energy-cities\/housing-crisis-utrecht\" target=\"_blank\" rel=\"noreferrer noopener\">ici<\/a>.<\/p>\n\n\n\n<h2><strong>Comment Utrecht s&rsquo;efforce de garantir un logement d\u00e9cent pour tous ses habitants et habitantes<\/strong><\/h2>\n\n\n\n<p>Construire de <strong>nouveaux appartements ne suffit pas \u00e0 r\u00e9soudre l\u2019urgence du logement. Utrecht a donc choisi de mieux exploiter les ressources existantes.<\/strong> L\u2019une des principales mesures adopt\u00e9es est l\u2019<a href=\"https:\/\/lokaleregelgeving.overheid.nl\/CVDR698050\"><strong>ordonnance sur les logements vacants<\/strong><\/a>, introduite en octobre 2023. Cette r\u00e9glementation vise \u00e0 \u00e9viter que des logements restent inoccup\u00e9s trop longtemps en obligeant les propri\u00e9taires \u00e0 <strong>d\u00e9clarer les biens vacants et en les incitant \u00e0 les louer pour \u00e9viter des amendes<\/strong>. Jusqu\u2019\u00e0 trois individus peuvent d\u00e9sormais vivre ensemble sans permis sp\u00e9cifique, <strong>rendant l\u2019acc\u00e8s au logement plus simple et plus abordable dans un march\u00e9 comp\u00e9titif<\/strong>.<\/p>\n\n\n\n<p>Dans le m\u00eame temps, la municipalit\u00e9 <strong>soutient activement les coop\u00e9ratives de logement<\/strong>, en leur apportant un accompagnement organisationnel, des subventions et de nouveaux terrains \u00e0 b\u00e2tir pour des projets coop\u00e9ratifs. Ces initiatives permettent aux habitant\u00b7es de co-cr\u00e9er leurs espaces de vie, <strong>renfor\u00e7ant ainsi le sentiment d\u2019appartenance et la coh\u00e9sion sociale.<\/strong><\/p>\n\n\n\n<p>Une autre mesure innovante concerne <strong>les mod\u00e8les de propri\u00e9t\u00e9 abordable \u00e0 long terme<\/strong>, comme les baux emphyt\u00e9otiques. Ceux-ci permettent aux m\u00e9nages \u00e0 revenu interm\u00e9diaire d\u2019acqu\u00e9rir un logement \u00e0 prix r\u00e9duit, selon leurs revenus et leur patrimoine \u2014 une approche qui rend l\u2019accession \u00e0 la propri\u00e9t\u00e9 plus \u00e9quitable et durable.<\/p>\n\n\n\n<p>Enfin, Utrecht a <strong>simplifi\u00e9 les r\u00e8gles de division des grandes habitations en logements plus petits<\/strong>. Dans plusieurs quartiers, les propri\u00e9taires n\u2019ont plus besoin de permis pour diviser une maison en plusieurs unit\u00e9s, ce qui accro\u00eet la flexibilit\u00e9 et <strong>r\u00e9pond mieux \u00e0 la demande croissante de petits logements<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-text-color has-background has-white-background-color has-white-color\"\/>\n\n\n\n<h2><strong>Ce qu&rsquo;Utrecht demande \u00e0 l&rsquo;Union europ\u00e9enne<\/strong><\/h2>\n\n\n\n<p>M\u00eame si <strong>le logement ne rel\u00e8ve pas directement des comp\u00e9tences europ\u00e9ennes<\/strong>, certaines \u00e9volutions n\u00e9cessitent une action de Bruxelles. La ville appelle \u00e0 <strong>un \u00e9largissement des r\u00e8gles d\u2019aides d\u2019\u00c9tat pour le logement abordable<\/strong>, afin que les associations de logement puissent \u00e9galement soutenir les m\u00e9nages \u00e0 revenu interm\u00e9diaire, souvent exclus des dispositifs sociaux et du march\u00e9 priv\u00e9.<\/p>\n\n\n\n<p>Elle souligne \u00e9galement la n\u00e9cessit\u00e9 d\u2019un <strong>renforcement de l\u2019investissement public dans le logement abordable<\/strong>, avec des financements int\u00e9grant \u00e0 la fois les dimensions sociales et environnementales du d\u00e9veloppement urbain. Enfin, Utrecht plaide pour des <strong>conditions de concurrence \u00e9quitables dans le domaine de la construction durable et circulaire<\/strong>, afin que les projets innovants et \u00e0 faible impact puissent se d\u00e9velopper aux c\u00f4t\u00e9s des acteurs traditionnels.<\/p>\n\n\n\n<p>Curieux\u00b7se d&rsquo;en savoir plus sur la crise du logement ?
