Elle r\u00e9duit la d\u00e9pendance vis-\u00e0-vis d\u2019autres pays, contribue \u00e0 stabiliser les prix de l\u2019\u00e9nergie, soutient les objectifs climatiques, renforce la r\u00e9silience et dynamise les \u00e9conomies locales. Aujourd\u2019hui en Europe, l\u2019ind\u00e9pendance \u00e9nerg\u00e9tique est un facteur cl\u00e9 de stabilit\u00e9 et de durabilit\u00e9 \u00e0 long terme.<\/p>\n\n\n\n<p>La ville n\u00e9erlandaise d\u2019Utrecht montre comment une municipalit\u00e9 peut conduire ce changement en pla\u00e7ant les citoyens au c\u0153ur du processus.<\/p>\n\n\n\n<h2><strong>La vision d\u2019Utrecht : sortir du gaz naturel d\u2019ici 2050<\/strong><\/h2>\n\n\n\n<p>\u00c0 Utrecht, la strat\u00e9gie de transition \u00e9nerg\u00e9tique vise \u00e0 abandonner le gaz naturel d\u2019ici 2050, en coh\u00e9rence avec les objectifs climatiques nationaux et les ambitions locales. Aujourd\u2019hui, environ 130 000 b\u00e2timents utilisent encore le gaz naturel pour le chauffage et l\u2019eau chaude. Passer \u00e0 des syst\u00e8mes \u00e9nerg\u00e9tiques sans \u00e9nergies fossiles exige une planification rigoureuse, des investissements et la ville d&rsquo;Utrecht a \u00e9galement souhait\u00e9 faire des citoyens les acteurs principaux. <\/p>\n\n\n\n<p>La vision pour la transition \u00e9nerg\u00e9tique d\u2019Utrecht d\u00e9finit la strat\u00e9gie globale pour sortir du gaz. Elle repose sur une planification quartier par quartier, des mesures d\u2019\u00e9conomie d\u2019\u00e9nergie et le d\u00e9veloppement de sources de chaleur alternatives. Chaque quartier d\u00e9cide localement de la solution la plus adapt\u00e9e : chauffage collectif, pompes \u00e0 chaleur ou autres syst\u00e8mes durables en fonction des besoins des habitants et des caract\u00e9ristiques du b\u00e2ti.<\/p>\n\n\n\n<p>Cette approche favorise la cr\u00e9ation de communaut\u00e9s \u00e9nerg\u00e9tiques, des groupes d\u2019habitants qui s\u2019organisent pour piloter la transition au sein de leur quartier. La municipalit\u00e9 les soutient par un cadre politique clair, des donn\u00e9es et une coordination avec la strat\u00e9gie globale de la ville. Ensemble, la ville et les habitants veillent \u00e0 ce que les nouveaux syst\u00e8mes de chauffage soient abordables, \u00e9quitables et adapt\u00e9s aux besoins locaux.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2><strong>Trois quartiers ouvrent la voie<\/strong><\/h2>\n\n\n\n<p>Cette dynamique est d\u00e9j\u00e0 en cours dans trois quartiers : Noordoost, Lunetten et Oog in Al.<\/p>\n\n\n\n<p>Dans chacun de ces quartiers, des communaut\u00e9s \u00e9nerg\u00e9tiques locales constituent le pilier de la transition \u00e9nerg\u00e9tique. Elles travaillent en \u00e9troite collaboration avec la municipalit\u00e9 et partagent les r\u00f4les et responsabilit\u00e9s. Les habitants ne sont pas seulement inform\u00e9s : ils participent activement \u00e0 la conception de leurs futurs syst\u00e8mes de chauffage.<\/p>\n\n\n\n<p>Bien que chaque quartier ait ses particularit\u00e9s, tous poursuivent le m\u00eame objectif : remplacer les chaudi\u00e8res individuelles au gaz par des syst\u00e8mes de chauffage sans \u00e9nergies fossiles, con\u00e7us par et pour les habitants.<\/p>\n\n\n\n<h3><strong>Noordoost : vers un quartier \u00e9nerg\u00e9tique solidaire \u00e0 grande \u00e9chelle<\/strong><\/h3>\n\n\n\n<p>Noordoost couvre un large secteur, regroupant environ 40 000 habitants r\u00e9partis sur 11 quartiers. La transition \u00e9nerg\u00e9tique est port\u00e9e par la coop\u00e9rative Grifstroom, fond\u00e9e en 2023 pour donner aux habitants une voix plus forte dans la planification \u00e9nerg\u00e9tique de la ville.<\/p>\n\n\n\n<p>Grifstroom vise \u00e0 cr\u00e9er un \u00ab quartier \u00e9nerg\u00e9tique solidaire \u00bb, combinant chauffage durable, \u00e9nergie solaire, mesures d\u2019efficacit\u00e9 \u00e9nerg\u00e9tique avec des objectifs sociaux tels que l\u2019inclusion et l\u2019accessibilit\u00e9 financi\u00e8re. Les habitants ont contribu\u00e9 \u00e0 \u00e9laborer la vision \u00e9nerg\u00e9tique du quartier \u00e0 travers des r\u00e9unions, des ateliers et des groupes de travail. La coop\u00e9rative a d\u00e9fini diff\u00e9rentes options pour les futurs syst\u00e8mes de chauffage, notamment en mati\u00e8re de propri\u00e9t\u00e9 et de participation.<\/p>\n\n\n\n<p><a href=\"https:\/\/e2-cuties.nweurope.eu\/blog\/e2-cuties-news-219\/lec-noordoost-in-utrecht-nl-a-social-energy-neighbourhood-in-becoming-1650\">En savoir plus sur Noordoost<\/a><\/p>\n\n\n\n<h3><strong>Lunetten et Oog in Al : des quartiers plus petits mais tout aussi engag\u00e9s<\/strong><\/h3>\n\n\n\n<p>Des quartiers plus petits, comme Lunetten (5 000 habitants) et Oog in Al (3 000 habitants), participent \u00e9galement activement \u00e0 la transition de la ville.<\/p>\n\n\n\n<p>\u00c0 Lunetten, l\u2019initiative locale Warm Lunetten collabore avec la municipalit\u00e9 pour \u00e9tudier la mise en place d\u2019un syst\u00e8me de chauffage urbain durable. Le groupe a organis\u00e9 des actions d\u2019\u00e9conomie d\u2019\u00e9nergie, des analyses thermiques de quartier, un r\u00e9seau d\u2019ambassadeurs de l\u2019\u00e9nergie pour encourager des mesures d\u2019isolation collective, des premi\u00e8res \u00e9tudes de sc\u00e9narios de chauffage et l\u2019\u00e9laboration d\u2019une esquisse \u00e9nerg\u00e9tique du quartier.
