Ce guide d\u00e9crit comment surmonter les obstacles afin d&rsquo;acc\u00e9l\u00e9rer le processus de modernisation. Les municipalit\u00e9s et les r\u00e9gions jouent un r\u00f4le cl\u00e9 en fournissant un cadre dynamique qui encourage les copropri\u00e9taires et les professionnels \u00e0 aborder la performance \u00e9nerg\u00e9tique des immeubles \u00e0 logements multiples avec plus de confiance en soi et d&rsquo;audace. Leur r\u00f4le est de sensibiliser la demande (copropri\u00e9taires, gestionnaire d&rsquo;immeubles, \u00e9quipe de projet interne, coach en r\u00e9novation, etc.), d&rsquo;am\u00e9liorer les comp\u00e9tences du c\u00f4t\u00e9 de l&rsquo;offre (professionnels du b\u00e2timent, experts financiers) et de faciliter l&rsquo;interaction entre tous les partenaires. <\/p>\n\n\n\n<p>Ce guide est bas\u00e9 sur l&rsquo;exp\u00e9rience acquise dans le cadre du projet ACE-Retrofitting. La principale conclusion de tous les partenaires est qu&rsquo;il n&rsquo;existe pas de mod\u00e8le unique de r\u00e9ussite et ce guide pr\u00e9sente les diff\u00e9rentes approches choisies et test\u00e9es par chaque organisation. Cependant, il existe encore des facteurs de r\u00e9ussite communs et le guide en donne un aper\u00e7u, illustr\u00e9 par des exemples tr\u00e8s pratiques provenant des six villes pilotes. Il d\u00e9crit \u00e9galement les pi\u00e8ges que d&rsquo;autres autorit\u00e9s locales d\u00e9butantes devraient \u00e9viter lorsqu&rsquo;elles lancent une strat\u00e9gie ou une politique de r\u00e9novation de copropri\u00e9t\u00e9s. Un point important \u00e0 retenir : il est fortement conseill\u00e9 aux autorit\u00e9s locales de travailler simultan\u00e9ment sur tous les aspects de la cha\u00eene complexe des acteurs plut\u00f4t que de se concentrer sur l&rsquo;un d&rsquo;entre eux. <\/p>\n\n\n\n<p>Illustrons cela par une histoire simple : Imaginez une \u00e9quipe de fonctionnaires qui passent des ann\u00e9es \u00e0 convaincre les propri\u00e9taires de condominiums de voter pour les travaux. <\/p>\n\n\n\n<p>Une fois cela fait, ils se rendent compte qu&rsquo;il n&rsquo;y a pas de prestataires disponibles pour effectuer le travail, ou que les offres financi\u00e8res ne sont pas avantageuses. Ou, pire encore, ils r\u00e9ussissent \u00e0 faire ex\u00e9cuter les travaux, mais se rendent compte \u00e0 la toute fin qu&rsquo;ils sont mal faits.
