PROSPECT+, capacity building for cities & regions, launches its 2nd edition!

Cities are the main contributors to pollution and climate change, but they also have the power and opportunity to deliver the highest energy savings and drive the energy transition in Europe. However, a lack of internal capacity to identify the most appropriate financing instruments often sets a barrier against implementing their sustainable energy and climate projects.

The ambition of H2020 PROSPECT+ is to ensure that over 200 EU cities & regions in at least 20 European Member States will improve their capacities towards financing, effectively accelerating reaching their climate and energy targets. By participating in a PROSPECT+ programme where experienced local and regional authorities will share their expertise through peer-mentoring, participants will identify and better understand new innovative financing schemes to overcome or surpass their local energy and climate challenges.

Capacity-building activities in PROSPECT+ will cover:

  • 5 thematic areas: public buildings, private buildings, public lighting, transport, and a cross-sectoral category covering among others, renewable energy production, heating and cooling, and adaptation measures;
  • (at least) 8 financing schemes: Energy Performance Contracting (working with ESCOs), Internal contracting (intracting), Revolving funds, Guarantee funds, Citizen financing (crowdfunding, energy cooperatives), Soft loans, Third-party financing, Green Bonds;
  • in 44 eligible countries*.

The participants will also have an opportunity to join a Community of Practice to facilitate further exchange of best practices and to contribute to the debate on the barriers they face.

How to participate?

Local and regional authorities can apply to participate in one of the capacity-building cycles, either as a mentor or a mentee. The first call for applications is open and runs in two steps:

  • The call for mentors is open until 17th of December 2021.
  • The call for mentees will be open from the 10th of January to the 28th of January 2022.
