What are the National Energy and Climate Plans and multilevel dialogues

The European Union’s Energy Union and Climate Action Governance Regulation sets an overall framework to achieve the EU’s climate and energy targets for 2030. Under the Governance Regulation, each EU member state is required to develop an integrated 10-year National Energy and Climate Plan (NECP). EU countries are required to actively ensure public participation in the NECP drafting process.
