As the Human Resources Manager, you play a central role in structuring, coordinating, and continuously improving HR practices, while respecting our holacratic organisational model. You will be involved in the entire employee lifecycle and work in close collaboration with the Executive Circle (“General Circle”), the HR Officer based in France and staff representative bodies.
Context
The Energy Cities team consists of nearly 40 employees located across two sites: Brussels (Belgium) and Besançon (France). Each employee is attached to one of the two offices, and the labour legislation of the respective country applies to employment contracts.
Main missions
For France and Belgium:
Act as a trusted and accessible HR partner for all staff members to handle collective and individual HR matters in alignment with our values
Together with Circle Leads, manage the full recruitment process and ensure a smooth and engaging onboarding experience
Define the skills development strategy, identify training needs, coordinate training actions and related administration
Ensure fair and market-aligned compensation and benefits practices
Supervise the correct exection of payroll, mange relations with external providers and ensure legal and administrative compliance with French and Belgian legislations
Coordinate and handle all HR administration related to employee life-cycle, insurances and internal reporting, while ensuring GDPR-compliant data management
Represent General Circle in employee representatives bodies and foster constructive social dialogue
Update and develop company agreements and internal policies and procedures and official documents as needed
Conduct professionel development interviews every two years and co-design follow-up actions based on periodic evaluations such as bilaterals and internal surveys
Develop and maintain well-being practices, act as the point of contact for the BE External Prevention and Protection Service, monitor risks assessment and related action plans
Ensure smooth and transparent internal communcation
Maintain, create and keep improving efficient HR practices, processes and tools aligned with Holacracy principles
Profil
University degree in Labour Sciences or equivalent
Solid experience (minimum 5-8 years) in a generalist HR management role
Sound knowledge of Belgian and French labour law
Comfortable with recruitment processes, payroll, and personnel administration
High level of autonomy and initiative
Eyes for details, solution-oriented and human approach aigned with our values
Strong sense of confidentiality and service
Excellent written and verbal communication skills
Interest in continuous improvement and HR innovation
Fluent in English and French – spoken and written
Willing to travel regularly to our offices (Besançon, Brussels) and occasionally to Europe (team meetings)

Our internal governance is based on the Holacracy principles: every decision is taken by the person or the “circle” (team) that is responsible for it. Team members have no function or title, they are fulfilling one or several roles defined in our “constitution”. The latter changes each time we identify a new need, making our organisation not only relatively horizontal with a co-ownership of the strategy, of its development, but also very agile.
