Zlatopil is a city in Ukraine, located in the central part of Kharkiv region, and it serves as the administrative center of the Pervomaiskyi (Zlatopil) City Territorial Community. The community consists of 9 settlements with a total population of about 28,000 people.
Twin towns of the Zlatopil community are: Gubin (Poland), Hoyerswerda (Germany), Burlöv (Sweden), Weser-Aue (Germany), Mourenx (France), Chortkiv in Ternopil region (Ukraine), and Pervomaisk in Mykolaiv region (Ukraine). The territory of the community is located in close proximity to Russia’s Eastern borders and has repeatedly suffered from its armed aggressions, including military strikes on civilian objects. Since the beginning of the war, the community has hosted about 8,000 internally displaced persons, providing them with housing, clothing, food, and hygiene items.
The community has been an active participant and signatory of the European Covenant of Mayors – East since 2017 and of the initiative “Mayors for Economic Growth” (M4EG). Within these commitments, the community developed and is implementing the Sustainable Energy and Climate Action Plan (SECAP) until 2030. The community has introduced an energy management system, conducts monitoring of energy consumption in budget institutions, which makes it possible to control and optimize the use of energy resources, plan energy efficiency measures, and improve sustainable energy development.
Among the main areas of the community’s economy are the agricultural sector and the processing of agricultural products. The community also has deposits of mineral resources and artesian waters, which represent prospects for future investment projects. At the same time, one of the development priorities is renewable energy, particularly solar energy, as the geographical location of the community provides favorable conditions for this sector’s growth.
Zlatopil is also open to international cooperation. The desired areas of partnership include joint participation in EU programs, development of solar energy and decentralized generation, exchange of experience in greening and climate change adaptation, implementation of modern practices in waste management and ecological innovations. In addition, the community is interested in educational, sports, cultural, and psychological-wellness projects that will contribute to human potential development and strengthening of social cohesion.
Thus, Zlatopil is a place that combines history and modernity, strives for sustainable development, actively integrates into European initiatives, and is ready to expand international cooperation.
