SPARKLE – Sustainable Planning and Resilience Knowledge Learning Environment is a pioneering programme that will develop the capacities of over 600 Local and Regional Authorities (LRA), helping to enhance their skills, through providing learning opportunities, tools, support and inspiration to successfully develop and implement their clean energy transition.
Cities are at the forefront of the fight against climate change. To mitigate the increasingly evident and severe impacts of climate breakdown and contribute to a more sustainable and greener world, we need well-equipped, engaged, and ambitious cities.
Cities have the power to massively accelerate the clean transition but often lack resources, and tools. SPARKLE’s capacity-enhancing activities, developed with and for local authorities, will enable LRAs to successfully develop and implement their climate action plans.
Together, we can contribute to the EU’s climate and energy goals.
Whether you work for a public authority, an environmental NGO, a university, or a community energy initiative, SPARKLE offers easy-to-use tools, tailored learning modules, and knowledge-sharing events designed to meet your specific needs.

SPARKLE will help you bridge the knowledge gap with a comprehensive, high-quality learning programme and series of in-person thematic summer and winter schools.

SPARKLE’s five focus cities are guided by technical partners in designing the learning content. This is based on detailed needs assessment of not only the focus cities, but also the needs of LRAs in their regional and national networks. SPARKLE’s focus cities are not only engaged in the development of the on-line and in-person training opportunities. Additionally, they will benefit from new knowledge and peer-to-peer exchange and they will recruit other cities to boost the achievement of climate neutrality in their countries.
