Supporting the implementation of key EU legislations on heating and cooling

Heating and cooling represent almost 50% of the EU energy demand and 80% of the energy consumption in households. Yet, it accounts for 40% of the emissions and composed at 75% by fossil fuel. It is thus a key sector to achieve ambitious decarbonisation policies and move towards climate neutrality. 

The REDI4HEAT project will support the implementation of key EU legislations on heating and cooling, such as the Renewable Energy Directive, at different levels of governance (EU, national, local). Five Member States (Croatia, Germany, Greece, Poland, Portugal), represented by national energy agencies, are part of the consortium and will be the point of focus of the project. The general aim is to identify and address bottlenecks in current national energy strategies, to facilitate the deployment of renewable heating and cooling systems while encouraging replication in other EU-countries.

To reach this objective, consortium partners will:

  • Assess the National Energy and Climate Plans and current legislations in Member States
  • Develop a Knowledge Sharing Platform and toolboxes for public authorities at national, regional, and local levels
  • Issue recommendations on how to implement efficient measures to decarbonise the heating and cooling systems

Energy Cities is supporting the consortium by providing inputs on existing good practices at local level in terms of heating and cooling decarbonisation, sharing experience on different tools, and organising capacity building sessions. Energy Cities will also foster multi-level dialogue, making sure that the local level is represented and considered when establishing national energy strategies.
