Paris is a leading European capital deeply engaged in ecological transition and climate neutrality. For more than two decades, the City has been implementing forward-looking climate and energy policies to reduce greenhouse gas emissions, adapt to climate impacts, and enhance urban resilience. Paris aims to achieve carbon neutrality and 100% renewable and recovered energy by 2050. Its actions span low-carbon mobility, energy-efficient buildings, biodiversity protection, circular economy, and social inclusion. As a global city, Paris leverages its influence to promote cooperative, just, and democratic climate governance aligned with the Paris Agreement.
Alice Timsit serves as Deputy Mayor of Paris in charge of ecological transition, Climate Plan, Water and energy. She is also a city Councilor for the 19th arrondissement and Greater Paris and an academic at the University. She chairs the Carbon Cooperative of Paris and Greater Paris, which supports local stakeholders in reducing and offsetting emissions through certified, territorial projects.
Cities will increasingly stand at the forefront of climate resilience. Their closeness to citizens allows them to design inclusive, pragmatic solutions and inspire social change. The political leadership of municipalities will evolve towards shared governance, where local authorities coordinate a wide range of partners—residents, entrepreneurs, researchers, and civic actors—around long-term climate goals. Transparent decision-making and multilevel cooperation will be key to building collective trust and accelerating transformation.
