
Ambiente Italia (IT) is a research and consulting company working in the field of environmental and territorial planning. In the field of energy and climate transition AI developed a wide experience in local action plans and policies for sustainable energy and GHG emission reduction, energy audits, technical-economic analysis of RES and EE measures, training and information campaigns. Furthermore, Ambiente Italia has extensive and consolidated experience in the field of corporate sustainability consulting (ESG), with a focus on integrated management and sustainability, life cycle analysis of products and services, environmental footprint and environmental labels.
Role in the project
Ambiente Italia, as transversal technical partner will have a strong role feeding in tools, resources, best practices and expertise on community heating and cooling, and will also provide technical support to all pilots and in particular Verona, to implement support services to enable new community-led cooling and heating projects.

Ayuntamiento de Malgrat de Mar (ES) is a coastal municipality in the province of Barcelona with a permanent population of approximately 19,700, which grows significantly during the summer tourist season. Committed to sustainability, the municipality has approved an Urban Agenda aimed at achieving energy neutrality. To accelerate this goal, the City Council is promoting a city-wide energy community that engages diverse local stakeholders to maximize community reach. The Council is dedicated to implementing energy efficiency, resource optimization, and climate adaptation projects. By fostering active participation across the public and private sectors—including citizens, associations, and local businesses—Malgrat de Mar aims to secure a sustainable future for all its residents
Role in the project
Malgrat de Mar’s primary objective in the SHINE project is the implementation of a One-Stop-Shop (OSS). This central hub will facilitate the creation of energy communities and streamline energy renovation initiatives for residents and businesses across the municipality.

CoopTech Hub (PL) is Poland’s first platform cooperativism center, providing business and technological support to foster trust-based digital cooperation and sustainable initiatives. The hub offers specialized services and products for local governments, NGOs, and citizens, focusing on the practical application of global best practices. With a proven track record in establishing energy cooperatives, they also deliver expert research on citizen energy across Central and Eastern Europe.
Role in the project
CTH is responsible for developing participatory business models and legal-organizational frameworks for local energy communities. Their role focuses on engaging citizens in the co-management of renewable energy sources, aligned with the principles of social economy and a just transition.

E’ Nostra Societa Cooperativa (IT) is the first national cooperative RES electricity producer and supplier in Italy, based on a democratic and inclusive model, and is member of RESCoop.eu. The cooperative was founded in 2014 and in March 2016 started providing sustainable electricity at national scale to households and SMEs, with special tariffs reserved to not for profit organisations. ènostra aims at enhancing the amount of renewable energy on the global production and consumption and reducing waste of energy, thus contributing to transition to a low carbon energy system. E’Nostra has extensive, long-standing experience in supporting energy communities across Italy, covering the entire development process: from legal establishment and governance design to internal regulations and operational management.
Role in the project
E’Nostra supports the Municipality of Verona as an expert across multiple areas, capitalizing on its extensive experience in the development and management of energy communities. Within the project, E’Nostra facilitates and organizes the stakeholder mapping process in the Municipality of Verona, laying the groundwork for the design and launch of the first One-Stop-Shop (OSS), in close collaboration with Ambiente Italia and the Municipality itself. Furthermore, thanks to its wide network of energy communities (CERs), E’Nostra acts as a key multiplier, fostering replication and knowledge transfer beyond the local context

The Fundació Europace (ES) is a non-profit organization that aims to combat climate change and improve the health and well-being of people by decarbonizing our building stock and promoting of renewable energies. The foundation specializes in the design and implementation of innovative projects. It has extensive experience in EU Projects (Horizon 2020, EUCF, LIFE) for the deployment of programs to promote the renovation and energy efficiency of buildings and renewable energy. They have developed a deep knowledge becoming pioneers in the implementation of one-stop-shop models in Spain that combine technical, administrative and financialassistance and we have collaborated with more than 40 municipalities, regional authorities and key actors, mainly in Spain but also at European level, on the design and deployment of initiatives.
Role in the project
Fundació Euuropace supports the municipality of Malgrat de Mar as a technical expert advisor, contributing all its experience in the creation and management of OSS dedicated to supporting and promoting energy rehabilitation, as well as its knowledge of energy communities. In the context of Malgrat, the Fundació Europace supports the City Council in the various meetings with the different interested parties to ultimately create the first OSS, together with R2M and the ICAEN.

Institut Catala Energia (ES) is the entity of the Government of Catalonia responsible for developing and carrying out the Catalan energy policy, especially in the field of energy efficiency and renewable energies. The mission of the energy policy of the Government of Catalonia is to achieve an economy and a society of low energy intensity and low carbon emission, innovative, competitive and sustainable in line with the European objectives. ICAEN develops programs to promote RES and energy efficiency in all economic sectors: industry, transport, primary and buildings.
Role in the project
ICAEN acts as a facilitating agent and expert, strengthening the Spanish pilot, supporting municipalities, providing political and technical knowledge, and helping to scale up the project’s results at a regional and national level.

Autonoom Provinciebedrijf Kamp (BE) – Kamp C is the knowledge centre for innovation and sustainable construction in the Province of Antwerp, whose core mission is to accelerate the transition towards a sustainable society.Kamp C’s definition of sustainable construction is based on six pillars: sustainable energy, sustainable building materials, efficient use of space, reduced water consumption, a focus on biodiversity, and maximum inclusivity. Building professionals, students housing associations, public organisations and other target groups can visit sustainable innovations on the demonstration site or take part in intensive training programmes on circular construction, energy community projects, collective renovation, … Kamp C works closely together with 67 local authorities in the province of Antwerp. Municipalities are one of the main target groups of Kamp C and are supported with technical and juridical advice on sustainable building and urban development.
Role in the project
In the SHINE project Kamp C will guide the other partners in using tools from the TANDEMS project. All pilots will use the Value Network mapping methodology to map their local energy community project with support of Kamp C. Kamp C will develop a learning trajectory to offer a support service for local authorities in the Antwerp region to start community energy projects

Klimaan (BE) Klimaan cvso is a Renewable Energy Cooperative established in May 2019, dedicated to fostering local renewable energy projects and promoting sustainable living in the Rivierenland region. As a member of REScoop Vlaanderen and of REScoop.eu Europe, Klimaan cvso empowers citizens to invest in and benefit from renewable energy initiatives. Their cooperative model ensures that projects are developed for and by the community, emphasizing local participation and ownership.
Role in the project
Klimaan acts as a regional technical partner in the Belgian pilot, alongside Kamp C and ZuidtrAnt, supporting the development and implementation of operational support services for energy communities. Drawing on its experience as a citizen energy cooperative active in Rivierenland and Mechelen, Klimaan brings practical expertise from community-led solar projects, collective heating, shared mobility and citizen participation. Within SHINE, Klimaan contributes this field experience to help the Belgian pilot develop replicable, citizen-driven projects and support structures in the Antwerp area.

The Municipality of Verona (IT) is an Italian municipality of 254,933 inhabitants, capital of the province of the same name in Veneto. In 2021, the Municipality approved the Sustainable Energy and Climate Action Plan (PAESC), which outlines strategies to reduce greenhouse gas emissions by 40% within 2030. In 2023, following the “Declaration of a climate emergency”, and in collaboration with the University of Venice IUAV, the Municipality developed a Strategic Ecological Transition Plan (PSTE), which identifies needs at the diagnostic, strategic, and implementation levels. Among the key projects is the Masterplan, aimed at increasing the use of renewable energy to supply the energy demands of municipal buildings.
Role in the project
The Municipality of Verona is involved in the project as a pilot city, aiming to provide practical support for the development and growth of Renewable Energy Communities (RECs) at the local level, while contributing to the broader transition towards energy decarbonisation.

R2M Solution (ES) R2M Solution Spain is an integrated and multidisciplinary engineering and consulting firm specialized in the clean energy transition and sustainable innovation. Operating as the Spanish branch of the R2M Solution group, the company supports a diverse client base—including local and regional authorities, SMEs, and research institutions—by bridging the gap between research and market implementation of advanced technologies and services. Their core expertise covers sustainable energy planning, energy efficiency in buildings, and the development of local energy communities, where they provide technical, legal, and financial advisory services. As a key partner in European R&D initiatives, R2M Solution Spain excels in designing tailored business models and exploitation strategies to ensure the long-term viability and commercial success of innovative energy solutions.
Role in the project
As the lead for communication, dissemination, and exploitation, R2M is responsible for maximizing the visibility and long-term impact of the SHINE project. Their primary activities include establishing a cohesive brand identity and executing a multi-level communication strategy to engage stakeholders from the pilot to the European stage. Beyond outreach, R2M ensures project results remain viable after completion by guiding partners through the development of tailored business plans and exploitation strategies for their tools and services.

Rescoop Eu REScoop.eu is the European Federation of Energy Communities, representing over 2.500 grassroots initiatives and more than 2 million EU citizens. Operating under cooperative principles, they empower people to take an active role in the energy transition. Their work is divided into 5 pillars:
1. Policy: Advocating for inclusive EU policies that keep the benefits of the energy transition in the hands of local citizens and municipalities.
2. Capacity Building: REScoop.eu supports both new and established energy communities, as well as their respective federations and coalitions. To support this, we have developed the Energy Community Platform – a key platform for SHINE – that offers online materials to support and advance energy communities, and an integrated e-learning environment for practical training.
3. Networking: REScoop.eu organises the European Energy Communities Forum, a flagship event for collaboration between communities, funders, and EU officials.
4. Financing: REScoop.eu acts as a “regranting authority” (e.g., the ENERCOM Facility) and help communities develop viable business models through MECISE to fund renewable projects.
5. Communications: amplifying the movement’s impact via outreach channels, highlighting both technical expertise and grassroots success stories.
Role in the project
REScoop.eu is engaged in the project as a technical partner responsible for the Energy Community Platform. REScoop.eu leads the work of reviewing and optimising tools for energy communities and targeted One-Stop-Shops. It is also responsible for establishing a platform for exchange between One-Stop-Shops focusing on supporting energy communities.

City of Warsaw (PL), With 2 million residents and a rapidly expanding metropolitan area, City of Warsaw faces significant governance challenges in harmonizing policies, aligning regional planning strategies, and integrating sustainability objectives across different administrative levels. The city has extensive experience in EU-funded sustainability initiatives, particularly in climate governance, energy transitions, and smart urban management, making it an ideal pilot city to develop and test multi-level governance models that can be replicated across other European regions
Role in the project
Warsaw intends to explore the issue of energy sharing and create the first communities in the city. This knowledge will enable the creation of a shared energy network (OSS) where residents can benefit from the best knowledge. This approach will help improve the use of renewable energy sources in the city and increase public engagement in the energy transition. At the same time, the planned action to reduce energy poverty is crucial

ZuidtrAnt (BE) ZuidtrAnt is an energy cooperative founded in 2016 and has built expertise in renewable energy projects, renovation guidance, participation processes involving energy and heating network. The Flemish energy cooperative ZuidtrAnt wishes to grow as a company while maintaining the values of a social enterprise. ZuidtrAnt has over 1200 members and has built up a portfolio in renewable energy projects, fossil free district heating, collective renovation guidance, energy saving projects in schools, energy sharing within local municipalities. We are participating in SeaCoop CVSO, a national citizen led initiative aiming to develop offshore wind energy projects in the future.
