Empowering Citizen-led renovation!

Residential buildings remain among the most energy-intensive sectors, with space heating alone accounting for over 60% of household energy consumption in the European Union. Despite growing awareness and political commitment, the sector continues to depend heavily on fossil fuels. Achieving the EU Green Deal objectives requires the deep renovation of approximately 195 million homes across the Union. However, large-scale transformation depends on the active engagement of local communities.

In this context, citizen-led renovation has emerged as a powerful means of driving sustainable change from the ground up.

The Support Service for Citizen-led Renovation (CLR) initiative, now in its third phase, engages households in improving the energy performance of their homes. The goal is not only to reduce emissions but also to enhance living conditions, lower energy bills, and promote greater social equity.

CLR strives to empower established and prospective energy communities — ten enablers across Europe — to put citizens in the driver’s seat of energy renovations. These enablers will foster a supportive environment for the development of citizen-led renovation collectives (CLR collectives) and provide assistance to ensure the effective implementation of their renovation projects (CLR projects). They will help communities overcome financial, legal, technical, and informational barriers to deliver future-proof residential buildings.

Together, we aim to advance citizen-led renovation across the European Union.


This EU initiative will run until December 2028.
