In 2007, Vitoria-Gasteiz developed its Sustainable Mobility and Public Space Plan from a multidisciplinary viewpoint with the participation of the majority of municipal departments, civil servants, policy makers and citizens via a public forum for sustainable mobility created for this purpose.
Vitoria-Gasteiz proposed a new city design, reorganizing the whole urban fabric into 77 superblocks. After the definition of the overall reference plan, the Sancho el Sabio superblock was the first one to be implemented as a demonstrative superblock within the MODERN-CIVITAS project, to put into practice the model and to get a better knowledge of the problems and solutions that may be found during the process.
