Could you please present yourself and the organization you work for?
Oliver Hasemann, engineer in urban planning, studied at university of Dortmund and Universidade de Aveiro. I´m co-founder of the AAA, an Autonomous Architecture Atelier in Bremen, which is responsible for the temporary use agency ZZZ – ZwischenZeitZentrale Bremen since 2009.
Why did the municipality initiate a temporary use agency? What were the main reasons?
In the first case the city of Bremen started this as an experiment that was co-founded by the federal government. The main objectives were mostly vacancy management, support of start-ups and cultural entrepreneurs and the reduce of public costs for public vacancy. Later, the support to poor or de-industrialized areas became more important as well as the network function as a support hub became more important.
One of the issues with temporary use is matching candidate for temporary use and owners of vacant spaces. How do you deal with this question in Bremen?
Convincing private owners is still challenging even as we see that some owners/developers do discover the incentives of temporary use for their real estate. In the long term it is important to be reliable and to have a trustful relationship.
What would you like to share with participants in this workshop?
There is too many potential ideas and uses to leave vacant buildings empty and instead invest in new structures on fields and green land. Temporary uses are a good tool to prove useability and demand, they allow people to take part in city making.
