Across Europe, around 72% of building heating still depends on fossil fuels, mainly on gas. This dependence is increasingly difficult to justify.

Two-thirds of Europe’s imported gas is burned simply to heat or cool buildings and industry, tying everyday comfort in our homes and workplaces to volatile global fuel markets. In a world marked by geopolitical tensions, price shocks and worsening climate impacts, relying on gas for heating exposes communities to unnecessary risk: unstable prices, insecure supply and harmful emissions.

Moving our cities’ heating away from gas is no longer simply an environmental ambition. It’s a matter of basic responsibility: securing reliable, affordable, and clean heat for everyone. Across the continent, cities are leading the way, driving the transition to clean, socially just heating and cooling.

But who, really, is behind this transition?

Municipal staff, energy planners, and local utility teams are working on the frontlines of the heat transition, as quiet defenders of Europe’s energy independence, safeguarding what matters by :

Guaranteeing security through reduced dependence on imported gas

Protecting affordability by cushioning households from price shocks

Planning for the future by modernising infrastructure and cutting emissions through cleaner heat sources and innovative solutions

Yet cities cannot achieve this alone – political, regulatory, and financial support from EU and national governments is essential to scale local successes and meet Europe’s energy, climate, and social objectives.

Energy Cities’ #MakingHeatSafe campaign seeks to raise awareness at EU level of the work happening at local level to secure Europe’s heating tomorrow – one that is clean, affordable and reliable. 

The campaign aims to connect tangible local projects and needs with Europe’s current priorities, advocating for better recognition of local actors in the EU’s heating and cooling policy.

At its core, the MakingHeatSafe campaign highlights the very human experiences driving the heat transition on the ground.
