Supporting public authorities for implementing energy efficiency policies

PUBLENEF (Support Public Authorities for Implementing Energy Efficiency Policies) is a Horizon 2020 project that will run for 36 months from February 2016.

PUBLENEF addresses the Horizon 2020 topic “Enhancing the capacity of public authorities to plan and implement sustainable energy policies and measures”.

PUBLENEF’s overarching goal is to assist Member States in implementing effective and efficient sustainable energy policies (with the focus on energy efficiency ) and empower them to make use of the best practices and policy processes implemented in other Member States at the national, regional and/or local level.

The specific objectives of the project are to:

  • Assess and learn from existing Energy Efficiency policy implementation practices in EU member states, regions and cities;
  • Strengthen networking opportunities for public agencies on the national, regional and local level and;
  • Develop and adjust tools for public agencies to help them implement Energy Efficiency policies.

The target audience of PUBLENEF consists of the following groups: National, regional and local authorities, Policy implementation bodies, networks of local and regional authorities, and Market actors and bodies participating in EE policies.

The overall approach of the project in order to fulfill these objectives is to:

  • Identify the needs from national, regional and local authorities for the implementation of EE policies;
  • Collect the best practices and tools for overcoming these needs and replicate them to various MS, regions and municipal authorities;
  • Develop roadmaps and enhance the process of successful implementation of policies and;
  • Build and strengthen existing networks of policy makers enabling the knowledge exchange from national to regional to local level in EE policy.

As PUBLENEF is a policy participatory project, it has ensured the involvement of key players in all energy efficiency policy making field throughout the EU. PUBLENEF has assembled a mix of energy agencies (and associations of cities and regions) involved in the formulation of energy efficiency policies on the national, regional and local level and building capacity.

The tools developed by PUBLENEF will consist of specific tailor made practices for public agencies, in order to identify the key target group in their Energy Efficiency Obligations or alternative measures that can generate savings and the respective technologies involved.

Energy Cities’ role in PUBLENEF?

The overall role of Energy Cities in PUBLENEF is to foster exchanges among municipalities, organize working groups with local authorities and analyze best practices of municipalities in sustainable energy.
Energy Cities’ key deliverables will be:

  • Provide support to EE roadmap implementation through facilitating dialogue with regions and cities and providing review on reports and guidelines (work-package 3);
  • Organisation of 1 half day needs assessment + 1 networking event (EU & regional level) per year; altogether Energy Cities will organise 6 events over the course of the project (work-package 4);
  • Energy Cities is task leader for the organization of EU events targeting local and regional authorities;
  • Ensure Communication and dissemination towards our network and members (work-package 6);
  • Identification of local good practices;
  • Adaptation of tools for local authorities’ needs.
