Over the last years, the EESC extensively contributed to the discussion on energy poverty, notably as initiator of the idea of the Energy Poverty Observatory, and organised a high-level conference on Energy Poverty at the crossroads of the European Pillar of Social Rights and the European Green Deal on 20 April 2021. While the Energy Efficiency Directive already provides incentives for Member States to address energy poverty, the Covid-19 crisis has highlighted the urgency of addressing this topic, especially in the context of the European Green Deal, which enable European citizens to play an active role in the green transition, while mitigating adverse effects and leaving non one behind. The European Commission strongly encourages Member States to include in their Recovery and Resilience Plans investments and reforms in the area of Renovate – The improvement of energy efficiency of public and private buildings. The objective of this thematic debate is to take stock of progress made in combatting energy poverty in NRRPs, especially by highlighting examples of national recovery efforts.
