The overall aim of PROSPECT is to enable peer to peer learning in regional and local authorities in order to finance and implement their sustainable energy plans. The learning will empower them to make use of best practices in developing financing for these plans, which have been implemented successfully in other cities and regions in the EU. HotMaps aims at designing a toolbox to support public authorities, energy agencies and urban planners in strategic heating and cooling planning on local, regional and national levels, and in line with EU policies.
