What other levers can be used to promote citizen participation and the democratization of energy?

To better understand the forms of partnerships that can emerge between local authorities and their local communities and citizen cooperatives, two members of Energy Cities, the metropole of Grenoble in France and the Belgian city of Mouscron, will share their experiences.
